Each agent has a unique Ed25519 cryptographic identity, scoped permissions, and approved tool lists. Full chain-of-custody tracking from input to output. Non-repudiable. Zero-trust by design. Every output carries a signed WatermarkEnvelope.

Guardrails tell agents what they can't do. Provlo proves what they did do, why, and who approved it. In low-trust government environments, institutional trust must be earned retroactively. The system creates its own compliance signal from the onset — before external auditors arrive, before procurement committees ask questions, before the public demands accountability.

In the Global South, the downstream accountability structures that audit trails feed into don't exist yet. Provlo's scaffolding generates its own accountability signal from day one.
