Provlo is the provenance layer for AI inside Indian government. It signs every model call, tool use and memory read with Ed25519, hash-chains it into an append-only audit, and produces drafts that hold up under CIC, Lok Pal, and Parliamentary scrutiny. II. Architecture

A provenance layer, not a thin shell over a model.

Four guarantees enforced inside the execution path of every agent. None bolted on. None disablable without breaking the chain, which is the point.

Append-only audit vault

Every model call, tool invocation, memory read and write writes a SHA-256 hash-chained event. There is no DELETE path in the API surface. Tampering is provable.

Ed25519 agent identity

Each agent holds a unique signing key. Every inter-agent message is signed. Memory writes are signed. The final draft is signed. Identity is cryptographic, not configured.

Governance in the call path

Policy rules around thresholds, PII handling, classification limits evaluate before the model call returns. High-risk decisions surface for officer review with the reasoning attached.
