Provlo prepares first drafts of OMs, Parliament Question replies, RTI responses and file notings from the ministry's own records, in the prescribed formats. Every figure is cited to its source, and the account of how each draft was made stays on the system. The officer on the file remains the deciding authority.

Every part of the Question answered in order. No parts invented, no parts clubbed. State-wise annexures arrive as real Word tables, and past replies laid on the floor of the House are treated as the position of record.

A chat that answers only from ingested official records: sanction orders, laid Parliament replies, review-meeting data. It cites the source of every figure. If something is not on record, it says so instead of guessing.
Every assurance given on the floor of the House starts a countdown. Provlo tracks the pendency, drafts the implementation report, and escalates before the deadline instead of after it.
State teams and consultants file progress from the field with photographs and documents attached. Each attachment is text-scanned, checked for relevance and content-hashed, so headquarters reads evidence, not claims.

These controls run in the execution path of every request. They cannot be switched off by configuration, and the record they produce can be independently checked.
Every model call, tool invocation and memory access writes a hash-linked event. There is no delete operation, so any alteration of past records is detectable.

Each software agent holds its own signing key. Inter-agent messages, memory writes and the final draft are all signed, so authorship can always be established.

Policy rules on thresholds, personal data and classification limits are evaluated before and after every model call. High-risk items are held for officer review with the reasoning attached.
Pre-call and post-call checks, risk score, explanation report
Every draft, whether an OM, an RTI response or a file noting, carries a signed provenance envelope recording which sources were used, when they were fetched, and by whom.
