Why This Exists
As governments deploy autonomous multi-agent AI, existing governance frameworks collapse. The EU AI Act and NIST RMF were designed for AI that assists decisions — not AI that makes and executes them independently.
In low-trust government environments, institutional trust must be earned retroactively — through verifiable, tamper-proof records of what AI did, why, and who authorized it. That infrastructure doesn't exist yet. Provlo builds it.
What Provlo Does
Every agent decision is hash-chained and cryptographically signed. SHA-256 content hashing. Ed25519 agent signatures. Tamper-evident. Immutable. If any record is modified, the chain breaks — and it's detectable. Not just logs: mathematical proof of integrity.
Automatic risk assessment and policy validation on every agent action. Human-in-the-loop triggers for high-stakes decisions — payments above threshold, legal opinions, mass actions. Governance is in the execution path: agents cannot act without passing through it.
Each agent has a unique Ed25519 cryptographic identity, scoped permissions, and approved tool lists. Full chain-of-custody tracking from input to output. Non-repudiable. Zero-trust by design. Every output carries a signed WatermarkEnvelope.
Guardrails tell agents what they can't do. Provlo proves what they did do, why, and who approved it. In low-trust government environments, institutional trust must be earned retroactively.
